Civil Engineering Support

CSEngineering provides engineering support for Facilities Sustainment Restoration & Modernization (FSRM), Unspecified Minor Military Construction (UMMC), and Military Construction (MILCON) Project Planning & Program Development to multiple US Air Force and US Coast Guard Installations. We define project requirements, develop parametric and unit price estimates, and develop project documentation. We also provide architectural and construction inspection services.

 

Our experts assist in the design and construction-related services, which often consist of developing design criteria, fact-finding studies, surveys, and investigations, Document Development Services such as design guide, standards and policy documents; prototype designs; technical studies/review, analysis; cost studies; design manuals; Planning, Programming, Studies, etc. and comprehensive/master planning, Installation Development Plans, and Area Development Plans; that may include web page design and graphics development. We are skilled in Microsoft Office Suite applications (i.e. Word, Excel, and PowerPoint), AutoDesk (AutoCAD), E4CLICKS cost estimating software, and TRIRIGA.

Capital Investment Programs (CIP) and MILCON Program Management

CSEngineering provides Program Management support to Capital Investment Programs (CIP) by monitoring, tracking, recording, reporting, and analyzing the annual CIP program from fiscal year start through end-of-year close-out. We utilize applicable (current and future) policies, tools, and processes involved with “cradle to grave” program management and execution from requirements determination to full operational capability (FOC) and post FOC analysis. We also support special projects and analysis as required to ensure the CIP results in maximum depot maintenance capability. Our experts are proficient in the use of Comprehensive Cost and Requirements System (CCARS).

 

We also provide Program Management support Minor Construction (MC) requirements in the CIP as well as Military Construction (MILCON) Program by reviewing annual requirements, analyzing impacts to current operations, and providing advisory assistance in evaluation, scoring, prioritizing, and advocating for projects, as well as shepherding the requirements through procurement processes. CSEngineering is familiar with planning, programming facility maintenance/repair, construction requirements in order to monitor, track and analyze requirements and program execution from initial submission to MILCON completion and turnover to depot maintenance operations.

Industrial Base Modernization Analysis, Research, and Planning

CSEngineering supports strategic analysis, research, and support of the organic industrial modernization and investment initiatives. We collect data, perform analysis, and develop recommendations, policy changes/additions, briefings, and ad-hoc reports for various investments and strategies that improve depot maintenance operations. Our experts research best practices and the latest innovations for industrial modernization and process optimization. We often collaborate with the Army Corps of Engineers (and their contracted commercial experts) on industrial base modernization to include: evaluating current facility conditions, current state of tooling and equipment, shop sizes/layouts, modeling and simulation of industrial workflows. We assess maintenance, repair, and overhaul operations/ideal process flows in order to build and equip optimal depots. Our experts collaborate with commercial/government experts to capture lessons learned and plans for other military modernization/re-building efforts to improve/ensure resiliency for future adversarial threats, climate change, and global shifts.

 

We support 6% depot investment reporting (as required in US Code Title 10, Section 2476) by collecting relevant data, conducting analysis, performing calculations, and reporting depot investment to AFSC/FM, AFMC, SAF, and other organizations as required. We always comply with applicable Government policy and statutory language which outlines reporting criteria. Our experts provide recommendations to improve accuracy, standardization, and timeliness of 6% depot investment reporting.

 

We also support depot maintenance capacity analysis and reporting. This includes data collection, data analysis, and reporting (HQ AFMC, SAF, and DoD) as required in accordance with Depot Capacity and Utilization Measurement Handbook (DoD 4151.18-H). We accomplish required training associated with DoD 4151.18. We conduct ad-hoc analysis, and respond to short notice inquires as required by customer Leadership and DoD/legislative officials. We also support other initiatives and recommend methodologies to improve leadership visibility into Center-level capacity to accomplish current and future depot maintenance workload projections.

Real Property Support Services

CSEngineering experts have experience with real property facility inspection and documentation services support for real property assets. This includes a full spectrum of real property management for inspections, capital improvements, validating electronic and hard copy folders contain proper documentation. We provide a broad range of activities, including technical assistance, developing and maintaining a Base Civil Engineer (BCE) approved 5-year physical cyclical inventory/ inspection plan for installation facilities. Our experts perform inspections and/or inventories according to established schedules. They complete inspection reports for completed inventories and maintains and updates computer and digital facility folders of inventory/inspections. They are responsible for correcting discrepancies discovered during inspections in NexGen IT. They also utilize NexGen IT to maintain and perform updates to installation facility records. Our experts maintain Journal Log of all changes to Real Property records and issue change reports to identified internal customers on a monthly basis. 

 

For our Air Force customers, we maintain and update digital facility folders for all installation/site facilities. We utilize NexGen IT to run a monthly Inventory Detail Listing (7115 Report) and distribute electronic versions to identified internal customers. Our experts know that all digital and hard copy facility folders must meet filing rules and contain all content required to pass the FIAR.

Terminal Facilities

Terminal Facilities Support is responsible for the design and construction of all terminal structures in the National Airspace System (NAS). Terminal Facilities oversees the construction and modification of Airport Traffic Control Towers (ATCT) and Terminal Radar Approach Control (TRACON). Terminal Facilities is also responsible for the maintenance and repair of these facilities conducted with Facilities and Equipment (F&E) funding. CSEngineering provides support in designing and building new facilities or repairing and upgrading existing facilities. We also oversee the disposition of facilities that will no longer be used. 

CSEngineering provides financial tracking documentation and analysis, schedule tracking and analysis, risk monitoring and mitigation, business process evaluation and improvement, review and analysis of construction designs and progress reports, and requirements development input for engineering studies.

Field Construction Inspections

We provide independent onsite construction quality assurance and inspection services as a high-level construction inspector to support the overall operational objectives of the Civil Engineering Unit (CEU) Oakland. Our Field Construction Inspector (FCI) provides inspection services in connection with construction projects for Government contracts. Our Construction Manager works with Contracting Officers for the coordination of inspection services.
