Ground Based Strategic Deterrent (GBSD) DevSecOps Award
CSEngineering has been awarded a three-year task order to provide the U.S. Air Force's Ground Based Strategic Deterrent (GBSD) program with DevSecOps Collaboration & Support under DoD's Platform One. Along with our partner, BoxBoat Technologies, we will be responsible for onboarding and supporting GBSD's software applications onto the Platform One technology stack to continuously develop and deploy code to multiple security environments.
Platform One is a DoD-wide enterprise service capability with the goal to make the DoD Enterprise DevSecOps Platform initiative (DSOP) a reality by leveraging industry best practices, open-source software such as Kubernetes and containers, and commercial solutions to instantiate DevSecOps continuous integration (CI)/continuous delivery (CD) pipelines at various classification levels.
GBSD is the weapon system replacement for the aging LGM-30 Minuteman III intercontinental ballistic missile system (ICBM). GBSD represents the modernization of the ground-based leg of the nuclear triad.
DoD Enterprise DevSecOps Services Award
CSEngineering has been awarded a contract under the Basic Ordering Agreement (BOA) for the purpose of supporting the United States Air Force LevelUP Code Works (LevelUP) mission and its components. We provide support to LevelUP and LevelUP pathfinder product development through technical services of full-stack DevSecOps engineers, Cloud engineers, infrastructure engineers, and other key personnel. This includes software engineers, programmers, architects, Cloud architects, and developers that are constructing a secure, reliable, resilient, and assured set of software applications on the supporting Government and commercial tools and platforms. We also assist in virtualizing and/or containerizing existing applications onto cloud platforms.
There is no contractual ceiling associated with this BOA. This contract vehicle was procured by the Air Force Life Cycle Management Center Cyber/Netcentric Directorate in San Antonio, Texas.

Office of Space Commerce Award
CSE was recently awarded a task order under our NOAA Protech Satellites contract to provide management support functions for the Office of Space Commerce (OSC) and Space-Based Positioning, Navigation, and Timing (PNT) National Coordination Office (NCO). Our personnel will recommend process improvements for OSC/NCO operations and processes and provide day to day office management.
The Office of Space Commerce is the principal unit for space commerce policy activities within the Department of Commerce. Its mission is to foster the conditions for the economic growth and technological advancement of the U.S. commercial space industry.
The OSC focuses on various sectors of the space commerce industry, including satellite navigation (GPS), commercial remote sensing, space transportation, and entrepreneurial activities. The Office participates in government-wide discussions of space policy issues as well as internal efforts to increase NOAA’s use of commercial space solutions.
Two U.S. Air Force MilCon Task Order Awards
CSE was recently awarded a task order under the GSA OASIS SB Pool 3 contract to provide engineering support for Facilities Sustainment Restoration & Modernization (FSRM), Unspecified Minor Military Construction (UMMC), and Military Construction (MILCON) Project Planning & Program Development. This effort supports the 375th Construction Engineering Squadron at Scott Air Force base in Illinois.
We were also recently awarded a task order to provide technical advisory and assistance services for Facility Sustainment, Restoration & Modernization (FSRM), MILCON (Military Construction) and Non-Appropriated (NAF) programs. Specifically, our personnel provide architectural and construction inspection services. This effort supports the 17th Construction Engineering Squadron at Goodfellow Air Force Base in Texas.
DoD Information Analysis Center's Multiple Award Contract (IAC MAC) Award
Constellation Software Engineering (CSEngineering) and DELTA Resources, Inc. are pleased to announce that our Joint Venture, DELTA Constellation Group (DCG), is an awardee of the Department of Defense Information Analysis Center's Multiple Award Contract, the IAC MAC, as part of Pool 2 (Small Business). The contract is awarded by the U.S. Air Force Installation Contracting Agency (AFICA) and has a potential value of $28 billion for Research and Development support.
The DoD IAC program operates as a part of the Defense Technical Information Center and provides technical data management and research support for DoD and federal government users. Established in 1946, the IAC program serves the DoD science & technology (S&T) and acquisition communities to drive innovation and technological developments by enhancing collaboration through integrated scientific and technical information development and dissemination for the DoD and broader S&T community. The IDIQ's scope encompasses 22 scientific and technical focus areas critical to current defense needs mapped to one of three corresponding primary domain areas: Defense Systems, Cyber-Security and Information Systems, and Homeland Defense and Security.
US Coast Guard Construction Inspection Support Services Award
CSEngineering has been awarded a 5-year contract to provide mechanical engineering and construction inspection services to the United States Coast Guard Civil Engineering Unit in Oakland, CA. Our personnel will be providing mechanical engineering design services for new and existing Coast Guard facilities, as well as inspection services in connection with construction projects.
Air Force Mission Planning Engineering Services Award
CSEngineering has been awarded a 5-year contract to provide development and sustainment of Flight Performance Models and Mission Planning for the 519 Software Maintenance Squadron aboard Hill Air Force Base and Eglin Air Force Base. Our team will be supporting the development, sustainment, and testing of various UNIX and Windows software and hardware products, while supporting multiple weapon systems. Our team will design and code flight performance models, takeoff and landing data, and common component data for integration into mission planning software for all Air Force aircraft.
NOAA JPSS Schedule, Earned Value, and Cost Analysis Support Services Award
CSEngineering has been awarded a 5 year contract to provide a wide-range of cost and technical services to efforts within and in support of the sound execution of the Joint Polar Satellite System (JPSS) program in the Department of Commerce/NOAA/National Environmental Satellite Data and Information Services (NESDIS) Offices.
Our team will be developing and analyzing complex schedules, analyzing and projecting performance from earned value reporting and generating cost estimates for complex satellites and ground space systems. We are proud to have Tecolote Research supporting this program with us.
FEMA Grants Management Modernization Award
On March 27, CSEngineering was awarded a 3.5 year contract to continue our support of the FEMA Grants Management Modernization (GMM) Program. If all options are exercised, the total value will be $21,500,000.00.
CSEngineering’s Advanced Systems & Technologies business unit will provide service for Data Discovery, Research, Analyze, and Framing for Transformation (DataDRAFT) to conduct functional performance and data architecture / management analysis; functional/technical system level transformation & transition planning; and provide an environment for staging identified data across the FEMA Grants domain using most effective and approved tools / services. This also will include providing data strategies/management plans and a staging / analysis environment for legacy data to allow for data analysis, testing, cleansing, integration, and re-architecting using a federal approved cloud service providers and/or platform providers.
Air Force Sustainment Center Award
CSEngineering has been awarded a 5 year task order to provide multi-platform sustainment engineering support for the Air Force Sustainment Center (AFSC), 848 Supply Chain Management Group (SCMG), 423 Supply Chain Management Squadron (SCMS), located on Tinker Air Force Base (TAFB), OK, and the Ogden Air Logistics Complex (OO-ALC) production shops, located on Hill Air Force Base (HAFB), Ogden, UT.
We will be performing sustainment engineering efforts on items repaired by OO-ALC, and issues affecting structures, avionics, accessories, ground support, and commodity items managed by the 848 SCMG. These commodity items are used on A-10, B-1, B-2, B-52, C-17, C-130, E-3, F-15, F-16, KC-135, and T-38 weapon systems. Engineering tasks include analyzing design data, resolving Diminishing Manufacturing Sources and Material Shortages (DMSMS), developing fabrication/repair procedures, developing fabrication/repair fixtures and tooling, evaluating damage, evaluating repairs, system integration, and developing technical order source data.
USCG ALC C4ISR Award
On February 5, 2018, CSEngineering was awarded a 5 year contract to support the United States Coast Guard with Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance and Aircraft Life System Equipment Centralization.
The United States Coast Guard (USCG), Aviation Logistics Center (ALC) in Elizabeth City, North Carolina (NC) determined the need for system engineering support for the Aviation Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) initiatives within the Engineering Services Division (ESD) as well as developing a robust Aviation Life Support Equipment (ALSE) centralization program.
CSEngineering will be providing services for aviation C4ISR systems engineering services, technical assistance, and other services used to support the CG-413 Program Management Office. We also will be supporting the centralization of the ALSE Program. ALSE services include fit tests, engineering, and validation via the Aircraft Configuration Control Board (ACCB) process, for any ALSE gear that is connected to an aircraft. ALSE Technical Services manages all ALSE Time Compliance and Special Compliance Technical Orders (TCTO's and SCTO's). We will also deliver TEMPEST Services as well as Aircraft and Computerized Aviation Support Equipment (CASE) for Configuration Management Support.
GSA Alliant 2 SB Award
CSEngineering is proud to announce that it has been pre-awarded a position on the Alliant 2 SB government-wide acquisition contract with the General Services Administration to provide custom information technology services. The GWAC boasts a $15 billion ceiling.

USCG IBCTPL Support Award
On September 21st, 2017, CSEngineering was awarded a five-year prime contract with the U.S. Coast Guard to provide engineering support for the IBCTPL Engineering Branch in Oakland, CA. We will be supporting Surface Forces Logistics Center (SFLC), Ice Breaker, Buoy, and Construction Tender Product Line (IBCTPL), Engineering Branch. They are responsible for the management of Engineering and Logistics for all assigned assets. We will provide support to assist the IBCTPL with electrical engineering, mechanical engineering, asset management and data analysis for all assets assigned to the IBCTPL Hull Mechanical & Electrical (HM&E) systems.
This award is a great honor for CSEngineering as we continue to expand the breadth and depth of our services.
DHS S&T INTERNET OF THINGS CYBERSECURITY AWARD
CSEngineering has been awarded a three-year contract under the DHS S&T Long Range BAA program to provide CPS and Security for Enhancement of IoT Security.
The first year of the program will be performing a primary assessment which will be geared towards providing answers to key questions surrounding the potential cyber security issues and gaps, while also setting the stage of the establishment of new cyber protocols and architecture that will help mitigate risk and assure operational integrity of IoT devices. The program will evolve over time into testing against cyber-attacks for use of untrusted devices and or environments exploring security vulnerabilities and establishing remediation targets. Actual untrusted sensors will be tested for cyber threats within a simulated environment to flag caps and concerns. This will determine what threats and countermeasures would be expected and work most optimally within normal domestic emergency management operations when working with untrusted devices or environments.
US Air Force AFNWC Missiles A&AS Support
CSEngineering has been awarded a new task order under our GSA OASIS SB contract to provide Advisory and Assistance Services to AFNWC/NDM Missiles Sustainment Division.
CSEngineering will provide Advisory and Assistance Services (A&AS) for Technical and Management Support Services (TMSS) located on Tinker Air Force Base (TAFB), OK. We will be providing program analysts, operations analysts, program management, and acquisition logistics support for multiple project and program efforts. This includes support for the Air Logistics Cruise Missiles (ALCM), Conventional Air Logistics Cruise Missiles (CALCM), Bomber Weapons Integration Equipment (BWIE), and Functional Ground Test (FGT) programs, with emphasis on Support and Test Equipment.
CSE Awarded NOAA ProTech Satellite IDIQ in the Satellite Domain
On June 8th, CSEngineering was notified that our proposal submitted in response to the subject solicitation for the Professional and Technical (ProTech) Services Indefinite Delivery, Indefinite Quantity (IDIQ) contract under the Satellite Domain has been selected for award.
The mission and objectives of the primary users of the Satellite Domain are related to satellite and observation activities and the collection, preservation, and dissemination of information and services derived therefrom. The National Environmental Satellite, Data, and Information Service (NESDIS) is dedicated to providing timely access to global environmental data from satellites and other sources to promote, protect, and enhance the Nation’s economy, security, environment, and quality of life. To fulfill its responsibilities, NESDIS acquires and manages the Nation’s operational environmental satellites, provides data and information services including Earth system monitoring, performs data and information product stewardship and preservation, develops and produces information products and models derived from observed data, and performs official assessments of the environment and conducts related applied research.
NOAA’s environmental satellite data are essential for forecasting weather, analyzing environmental and climate phenomena, and monitoring hazards worldwide. This 24/7 global coverage provides a constant stream of information used in preparation for events that impact our climate, weather, oceans, and daily lives.
The services provided under the ProTech-Satellite Domain will support sites world-wide, which include Fairbanks, Alaska; Suitland, Silver Spring, and Lanham, Maryland; Wallops Island, Virginia; Boulder, Colorado; Asheville, North Carolina; and Townsville, Australia. CSE is excited to continue to expand the breadth and depth of our existing support to NOAA under this new contract vehicle.
USCG MH-60 Engineering Support Award
On April 28th, CSEngineering was awarded a four-year prime contract with the U.S. Coast Guard to provide engineering support for the MH-60 Maintenance and Navy Conversion Project.
The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Medium Range Recovery (MRR) Product Line at Elizabeth City, North Carolina, provides overhaul and modification services for the USCG’s fleet of MH-60T helicopters. The MH-60T is an all-weather, medium-range helicopter (specialized for search and recovery) similar to the Navy HH-60H, with its basic roots in the Army H-60 Blackhawk. The service began to operate the HH-60J in 1990 as a replacement to the now-retired HH-3F Pelican, and it is typically operated by a crew of four.
CSEngineering will support the maintenance and overhaul of USCG MH-60T helicopters. Specifically, the USCG acquired used SH-60F helicopters from the U.S. Navy and has reconfigured the aircraft for the unique USCG mission. Each aircraft is reconditioned from end to end, tested, certified, and returned to the operational fleet as an MH-60T. We be responsible for sustaining the USCG MH-60T program for the lifetime of the airframe and avionics suite. Mandated Federal Aviation Administration (FAA) requirements coupled with technological advances and airframe fatigue, demand attention to maintain relevance. The CSE Team will analyze current anomalies plaguing the fleet, recommend improvements, and develop procedures for maintenance tasks. We will work with ALC back shops in design, form fit and function, drawing packages and supply disposition of both new and current aircraft parts. Additionally, we will provide project planning guidance for the overhaul and repair of retired Navy aircraft which are being converted to USCG MH-60T aircraft.
Agile Support Alliance Joint Venture, LLC (ASA JV) Wins NGA Emerald
CSEngineering is a teammate of the ASA JV for the EMERALD Program. ASA JV recently announced that it was awarded an indefinite-delivery/indefinite-quantity (IDIQ) contract for the EMERALD Program. EMERALD is a procurement vehicle for life-cycle acquisition management, strategic financial, and business management support services for the National Geospatial-Intelligence Agency (NGA). The contract has a one-year base plus four one-year option periods and a ceiling of $849 million. The EMERALD acquisition vehicle is structured as an agency-wide, small business set-aside program. EMERALD is the follow-on for the Resource, Decision, and Acquisition Support (RDAS) contract.
